How campaigns reach you
A campaign picks the kinds of networks it wants to reach. It picks by type, online or in person, and by tags, the labels for who is in a group and what it talks about. A volunteer sees the campaign only when one of their networks fits what the campaign picked. If the campaign leaves a filter open, that filter fits everyone, so an empty target means everyone. This is why campaigns feel tailored: a volunteer only ever sees campaigns that match a group they actually have. Aim a campaign narrowly when it is written for a specific crowd, and wide only when it truly fits all of them.
