How campaigns reach you
A campaign picks who it wants to reach in three ways: the type of network, online or in person; the states volunteers live in, read from their ZIP code; and the states their networks are located in. Any filter the campaign leaves empty matches everyone, so a campaign with nothing set reaches the whole organization.
You see a campaign when your home state fits and each of its other filters is satisfied by at least one of your networks. They do not all have to be the same network. Inside the campaign, the networks Echo lists as yours to act on are the stricter set: a network appears there only if it fits every filter on its own. So you can be shown a campaign that names fewer of your networks than you expected, and that is working as intended.
